The objective and purpose of this course is to provide the basic concept of VAT and introduce the upcoming opportunities of VAT Advisor and VAT Agents as a prospective profession in Bangladesh. The new VAT has numerous new features which are not available in the 1991 VAT. Two of them are VAT Advisor and VAT Agents. National Board of Revenue
Md. Zakir Hossain joined the BCS (Customs and Excise) Cadre in 2003. Since joining, he has worked in different capacity of Customs and VAT Department. He worked in the Customs, Excise and VAT Commissionerate, Dhaka (South), Custom House, Benapole and National Board of Revenue (NBR). During this period, he has worked in several projects for the improvement of VAT and Customs system. Some of these are MOVE program, MAP Project and NBR-Sonali Bank e-payment project. Currently he is working in VAT Online Project under NBR as Deputy Project Director (DPD). His current responsibility is developing VAT rules, working procedure for all activities under new VAT act and rules, developing Standard Operating Procedure (SOP), industry specific guidelines, manuals, audit and enforcement procedure etc. Mr. Hossain is also responsible for designing software (VAT Online System), making User Acceptance Test (UAT) and go-live.
Few other core functions: He is doing now are Taxpayer communication and awareness building, staff training and internal communication.
Mr. Hossain has completed his Graduate and Post Graduate Degrees in Geology from the University of Dhaka achieving First Class 2nd Position. He has also achieved the MBA degree from Asian University with the outstanding grade point. He has some advanced training on VAT, Customs, Supply Chain Management, Authorized Economic Operator (AEO), Cross-border transaction, Information Technology and Post Clearance Audit from United Kingdom, India, Japan, Australia, Singapore, Uganda, Kenya, Bulgaria, Malaysia and the UAE.
He has good number of publications on different journals. He also contributes different dailies occasionally. He has published three books on VAT, Customs and Bonded Warehouse respectively. The Value Added Tax: Act, Rules and Usage and Bangladesh Customs: Act and Policy are the best seller since their publication. He is now working with his fourth book The New VAT of Bangladesh (Both Bangla & English).
